The Center for Development and Disability (CDD), established in 1990, is New Mexico's University Center for Excellence in Developmental Disabilities Education, Research and Service. These centers, authorized by the Developmental Disabilities Assistance and Bill of Rights Act, build the capacities of states and communities to respond to the needs of individuals with developmental disabilities and their families.

The CDD Early Childhood Network (ECN) seeks a candidate for the role of Education Consultant to deliver specialized education, training, technical advice, and consultation on current best practices for services delivered through the New Mexico Individuals with Disabilities Education Act (IDEA) Part C system. This position supports the statewide professional development for early intervention educators and interdisciplinary professionals working to implement IDEA Part C, equivalent to educators working in preschool classrooms under IDEA Part B. ECN has worked in partnership with IDEA state leads for over thirty years.

The person hired for this position will collaborate with state leaders to perform educational needs assessment and a review of state and national resources available to maintain, develop, and implement a system of professional development to teach, educate and train early intervention educators and interdisciplinary professionals.

They will provide group and/or individualized specialized education, training, technical advice and consultation on current best practices in early intervention either in-person or virtually through a variety of formats.

The ideal candidate for this position has a background and experience in early childhood education, early intervention and interdisciplinary practices. They are knowledgeable about IDEA Part C, family-centered practices and caregiver coaching. They are knowledgeable on the developmental needs of young children, evaluation, assessment, individualized planning, early childhood outcomes, transition, and other critical aspects of service delivery to support the educational needs of young children and their families.

The candidate will work in collaboration with early intervention, school districts, and early childhood partners. They will participate in state and regional interagency meetings, advisory boards, committees, workgroups, and strategic planning efforts in support of education and early childhood outcomes for children with disabilities/developmental delays and their families. They will serve as a Transition Coach for community based early intervention and public school transition teams.

We are looking for a candidate who is enthusiastic about improving early intervention practices and early childhood education outcomes. They will have the ability to create, compose, and edit written materials. They will be skilled in organizing resources, establishing priorities, and working efficiently. They will have strong interpersonal communication skills and the ability to work effectively with a wide range of constituencies from diverse communities throughout New Mexico. They will have the ability to be flexible with shifting priorities.

Minimum Qualifications

Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications

Masters Degree in Early Childhood Education, Special Education, or a related field with emphasis on early childhood development and specialized instruction.

Experience

  • working in an early intervention system delivering and/or having oversight of family-centered, relationship-based, interdisciplinary services for young children and their families;
  • teaching, educating and delivering training, technical advice, and consultation in-person and virtually for a wide range of constituencies from diverse communities;
  • working in collaboration with advisory groups, committees, workgroups, and early childhood partners.

Knowledge of

  • Individual Disabilities Education Act (IDEA) Part C, governing services for young children with developmental delays and/or disabilities and their families including evaluation, assessment, individualized planning, specialized instruction, natural environments, early childhood outcomes, transition and other critical aspects of service delivery;
  • current best practice in early intervention, family-centered practice, family capacity building, caregiver and practice-based coaching.

Ability to perform educational needs assessments and a review of state and national resources to support the workforce.
